On Monday, the 24th of September 2012, we arrived back to London from our summer holiday. We presented our passports and residence documents to your officer, who in turn asked us for a landing card due to YYY’s non-EEA passport. We pointed out to her that YYY holds a residence card and thus no landing card is required. Your officer confirmed that she has seen the residence card but insisted that a landing card would still be required.
We tried to point out that the Border Force Operations Manual states differently (Border force operations manual > Primary checkpoint > EEA Nationals and their family members > 4.3 Landing cards for non-EEA family members) and suggested she might consult with her CIO. But your officer wanted to hear nothing of it and lectured us instead that if an officer asked for a landing card one has to be filled in. She further said that her rights to ask for this were laid down in the Immigration Rules, that she needed the landing card to “cover her back”, and that she won’t back down due to an incident a few years ago where she missed to ask for a landing card. As we were tired and didn’t want to further delay crossing the border, YYY filled in the landing card and your officer let us through.
We kindly ask you to
- point out the correct procedure to the officer in question,
- remind the officer that she can be fallible and should take customer opinions seriously and ideally consult with her CIO when asked to do so, and
- review your training material to make sure the relevant information is relayed to all officers.
Also, please provide us with a short letter to confirm that no landing card is required, so that we can show this to other immigration officers, who might request one in the future.

Thank you for your email dated 25 September 2012 regarding your experience at London Heathrow Airport terminal 4 on 24 September 2012. It has been passed to me as the officer responsible for handling your complaint. Before I respond to your specific concerns I would like to assure you all complaints about Border Force staff are treated seriously and are used as an opportunity to learn and improve services.
If you believe your complaint has not been dealt with in the right way you may write to us at the address above and a complaints manager will check the process used to look into your complaint, to ensure it was both appropriate and followed correctly. You must do this within one month of the date of this letter.
In line with our usual procedures, which are set out in detail at http://www.ukba.homeoffice.gov.uk/about .. acomplaint, I have asked the operational manager to assess the circumstances relating to the matter you have complained about. With this work now complete, I have based my response on their findings. I am able to uphold some aspects of your complaint and I hope my reply helps you understand the reasons why.
As you are no doubt aware all applications for entry to the UK are considered in accordance with criteria set out in the Immigration Rules. The Border Force officer will assess the individual’s overall intentions and credibility before reaching a decision as to whether the individual has met the requirements of the Immigration Rules. In cases where a residence permit has been issued the officer must be satisfied the conditions continue to be met. All arriving passengers must expect to be questioned to this end.
Landing cards for non-EEA family members of an EEA national are not required. The Immigration Directorate Instructions (Chapter 7, Section 3, Paragraph 5.2.1) state that such persons should not, except for their first entry in this capacity, be required to complete a UK landing card. This aspect of your complaint is upheld. May I reassure you the landing card completed by the Border Force officer at the controls will be destroyed.
The investigation has identified the Border Force officer involved. She has been reminded of the correct procedure when dealing with non-EEA family members of a EEA national holding a landing card.
I should explain all Border Force officers undergo intensive training prior to taking up their positions. They do a difficult job in often stressful conditions and are obliged to meet stringent targets with regard to passenger clearance times. It is unfortunate you feel you and your wife were treated with less than the consideration and courtesy we expect all our officers to show to members of the public. I also regret you perceived the officers actions at the time as unacceptable.
I am grateful to you for taking the time to raise your concerns with us and sincerely hope any future contact with Border Force will provide you with the opportunity to form a more positive view of the level of service we provide.

A Customs declaration is a form that lists the details of goods that are being imported or exported when a citizen or visitor enters a customs territory (country's borders).[1]Most countries require travellers to complete a customs declaration form when bringing notified goods (alcoholic drinks, tobacco products, animals, fresh food, plant material, seeds, soils, meats, and animal products) across international borders. Posting items via international mail also requires the sending party to complete a customs declaration form.
The declaration form helps the customs to control the goods that entered the country, which can affect the country's economy, security or environment. A levy duty may be applied.
Travellers have to declare everything they acquired abroad and possibly pay customs duty tax on goods. Some countries offer a duty-free allowance of certain products which may not need to be declared explicitly.[2]

Types of forms[edit]
- When an individual is transporting the goods, the form is called a customs arrival card, or a landing card, or an entry voucher. The traveller is required to fill out the form, sign and submit to the customs or border protection officer before entering the country.[3]
- When an individual or an organization ships goods across the borders, one must use other customs declaration forms, such as a commercial invoice, or a proforma invoice, an import declaration form, an ATA Carnet, or a re-export declaration. Incoterms on these forms define the shipment and customs declaration. A Harmonized System Code (Hs code or harmonized code) might be required to define the type of goods and their associated tax rate. The importer is usually required to provide information about the goods' country of origin and the certificate of origin. Errors on the forms can cause delays or confiscation of the goods. For that reason, importers often use a customs brokerage to clear goods through customs.[4]
Some nations require a customs declaration form from each person crossing the border, while other nations require one form per family traveling together. A family is usually defined as family members residing in the same household, who are related by marriage, adoption, blood, or domestic relationship.[5][6][7]

- Each Canadian resident returning to Canada can have a personal exception on goods and gifts purchased or received in another country. Personal exceptions are based on the length of the absence from the country. 24 hours, 48 hours, or 7 days.
- Alcohol limitations: 1.5 L of wine or 1.14 L of liquor or 24 x 355 ml cans or bottles (8.5 L) of beer or ale. (Must be of legal age in the province of importation.) Tobacco limitations, 200 cigarettes, 200 tobacco sticks, 50 cigars or cigarillos and 200 grams of manufactured tobacco (Special Duty may apply).
- Each individual must declare travelling with $10,000 or more in cash.[9][10]

European Union[edit]
The European Union has a European Commission for Taxation and Customs Union. The European Union Customs Union sets trade in the EU. The European Customs Information Portal is an importing and exporting service provided by the EU.[13][14] Some territories within the EU do not participate in the customs union, usually as a result of their geographic circumstances. Through agreements, the EU has customs unions with Andorra, San Marino, and Turkey respectively, with the exceptions of certain goods.[15][16]

United States[edit]
- U.S. Customs asks the Head of a household to complete the form (CBP Form 6059B as of July 2016). Family members residing in the same household, who are related by marriage, adoption, blood, or domestic relationship, can use one form.
- For returning U.S. residents: The personal duty exemption for each family member is $800.00. For example, a family of five members returning is allowed a combined personal duty exemption of $4,000 (calculated as $800 for each family member multiplied by 5).[5][33]
- For international visitors: US laws allow visitors some exemptions, like tobacco, gifts, personal effects, etc. The head of a household can complete a form for a family. It is good to check the current duties and exemptions to avoid tax or loss of goods.
- Anyone travelling with more than $10,000 must declare it.[5][34][35]
- At some international airports, the US operates United States border preclearance stations, where U.S. Immigration and Customs Enforcement is done before boarding the international flight.[36]
- If exporting goods that are valued more than $2,500, an extra form is required: the Electronic Export Information (EEI) form. The Automated Export System (AES) is the system used by U.S. exporters to electronically declare their international exports. This information is used by the Census Bureau to help compile U.S. export and trade statistics.[37]
